Goal: trust the parser, then let agents use it — the original motivating use case for this project.
Scope: cross-check pipetree's parser against woodpecker-cli lint as a ground-truth oracle (#6, no dependency — can run anytime), then wrap the stabilized JSON as an MCP server (#7, blocked on #1 and #4 per the JSON-stability requirement).
Out of scope: none — this is the last planned phase; anything past this is unplanned/reactive.
Exit criteria: pipetree lint exists and pipetree's own CI regression-checks parsed step counts against woodpecker-cli lint; an MCP server exposes scan/filter/pipeline_health tools.
